Reichsmarschall Kirkland looked around with an inscrutable expression, as usual, though anyone accustomed to his subtleties would note that he seemed impressed as he surveyed the fields.
"And I'm sure the produce is admirable. My own ancestor was, believe it or not, a general of the First Confederacy from North Carolina, who fought at First Manassas, in the Shenandoah campaign, and attained his highest rank at Gettysburg: William Whedbee Kirkland, for whom I was named. So, we are not so far removed as you might think, despite my also Germanic ancestry, from the Prussian side of my family."
Kirkland took a coffee with a gracious nod, and sipped it decorously.
"And yes, of course, our goal is peace ... peace, and Hightah, though the latter is up to the discretion of the central government. Of your own territory, despite ... ;" Here Kirkland cleared his throat and had the decency to look aside, his emotions for once plain, as he was slightly abashed; "... the overwhelming force of arms that the Reich could bring to bear, begging your humble pardon, we would claim none.
"None the less, you must understand, the Reichsführer-General and Reichsführerin-SS demand that I obtain an unconditional surrender, for precisely that reason. I have negotiated most carefully with them, with your interests and the desirability of peace in mind, and am willing to present you with terms, but ...;" he sighed; "... most lamentably, I am not precisely sanctioned to negotiate. You -- and I am honestly sorry for this -- must either accept or reject. Rejection ..."
Kirkland left the rest unspoken, as he motioned his secretary to bring forth the writing kit and prepared papers.

We hereby affirm and approve this Treaty between the Reich and the Columbia Confederates, of which the terms shall be as follows:
1) No further military action shall be taken between the Reich and Columbia Confederates, in perpetuity.
2) No claim shall be made by the Columbia Confederates upon the Territory of Hightah, which is justly claimed, by right of conquest and necessity, by the Reich.
3) Reich and Columbian armed forces shall be granted free conduct and transit, though not free action, in the respective territories and airspace, that is, the territories and airspace of Columbia and the Reich, mutually.
4) The State of the Columbia Confederates shall never in perpetuity exercise any claim nor attempt any dominance or governance over the territory, or former territory, of Hightah.
5) Betwixt the Amerikanisches Reich and the State of the Columbia Confederates there shall be no excise taxes, duties, or protective tariffs with regard to trade.
6) Betwixt the Amerikanisches Reich and the State of Columbia, at the mutual expense of both, there shall be constructed a rail network to facilitate trade, which shall adequately serve all commercial and state interests.
