OOC: Laying of track is actually surprisingly efficient nowadays, and with two companies working on it, it would go by pretty quick. Plus, there's not much we're going to be able to do with a connection between only us. Future projects like the tracks to Golden Coast will take longer.

Construction on railroads linking Gondor, Vladivostov, and Sparta have been completed.

OOC: Once I get permission from a few more nations, I'll make a new topic in the 'Trade' section, where we can talk about transportation and set prices.

In order to protect the future of the NCSA, Vladivostov encourages diplomatic peace talks between Sparta and DEN. A meeting between both nations, with Vladivostov in attendance if both parties feel comfortable, would help us move towards this goal.+

The argument that you created nuclear weapons as a deterrent when no other nation was in possession of nuclear weapons is invalid. And to address my usage of the word 'threat', any nuclear-capable nation is a threat, even if they do not intend to use them.

Vladivostov offers Golden Coast a trade agreement. We are willing to construct railroads connecting your major ports to the rest of the continent, creating a mutual source of revenue and making it easier for Golden Coast to move its goods across the nation. Vladivostov will fund the construction and operation. We are looking forward to working with you.

Vladivostov supports Gondor bearing nuclear weapons with the intention of deterrence; however, to prevent further complications, Vladivostov puts in the request that Gondor disarm once Sparta's threat subsides. Until then, we stand by their decision.

OOC: It's also a cost concern. Vladivostov is a brand-new nation and is bending over backwards to get this railway finished. Plus, I'm personally not very keen on HSR or maglevs. I think the currently (IRL) existing rail infrastructure is amazing, so I'm going after that example here.

OOC: If we're doing a modern roleplay, maglevs can only carry 19 tons per coach as of now. The average freight car carries about 100 tons. Maglevs aren't really that efficient for freight, but they excel at carrying passengers. With that said, I'd be happy to see maglevs on the passenger line, but not for freight.

Unfortunately, Vladivostov finds that a tunnel under the Great Lakes is not currently cost-effective and will not be built.
To validate, is Sparta giving Vladivostov and Gondor permission to lay track track within their territory?

In response to repeated inquiries of Maglev and HSR construction, Vladivostov states that this is not plausible. The high weight involved in freight transportation will create too much wear-and-tear on the rail surface or magnets, creating unsafe conditions. However, we assure you that the rail system created will be as efficient as possible while minimizing cost.

While a passenger system does seem to have its benefits, Vladivostov has no interest in building one. We will offer you resources and rolling stock for the railroad, however no workers or funds will be provided. Instead, the freight system will be focused on. Hopefully this does not interfere with our future cooperation.

Vladivostov is glad to accept a work agreement and is eager to begin work right away.

We will produce all locomotives and rolling stock unless if Gondor wishes to enter their own schematics. Our system is planned to operate at speeds of ~70 mph, and will be used purely for freight. Only diesel-electric locomotives will be used. Trains can be expected to average 10,000 tons or greater depending on need.

OOC: Locomotives can be based off of any EMD-GE design since 1970.

Vladivostov has commenced construction of a local rail system to support the industrial needs of the state. A request will be put in to Congress requesting permission to expand the system across the NCSA, linking other states together and bolstering international trade. Vladivostov requests the permission of Gondor, Scientificum, and New Dothan to immediately begin the laying of track into their nations.
