***West Phoenicia Congress passes Life begins in the womb Act***


In a move supported by members of all parties except the West Phoenician Green Party and Socialist Alliance.  Congress has passed the Life begins in the womb act.

The religious majority of the state have celebrated the success of this bill 215 to 25.

Bells began ringing out across the state at the passing of the Bill which had the full support of Pontifex Angelika I and the State  Church of West Phoenicia.

The bill affirms  that;

1. Life is formed in the womb at Conception.


The bill enables;
2. Criminal convictions for those who injure a woman causing her to lose her baby
3. Criminal convictions for doctors not registered by the Ministry of Health to perform abortion which will not be banned but only performed under certain conditions and with a fully registered practitioner with the Ministry of Health.
4. More funding allocated to women's health and programs to educate citizens on areas such as abstinence,  adoptions and birth control.
5. $5000 baby bonus for women who choose to keep their babies and financial assistance until the parents are able to return to work.
6. Funding allocated to the creation of additional free child care facilities for middle to low class citizens.  Governess educational programs created for low income citizens to work for rich families.

Ooc. We support bills that benefit the state of West Phoenicia and the NCSA and table those that don't.

And West Phoenicia does not have slaves. So your these three states have slaves is incorrect.

if the Member for Den would create a bill that was not so broad and open to alot of interpretation which dealt just with slavery the results may have been different.

No he doesnt. The speaker is showing favoritism.  And if a bill is open to interpretation why is the speaker trying to suppress the interpretation of other states.

West Phoenicia finds this bill very disturbing.  On one hand it says states have the abilty to make laws but with the realization point it states " through only constant monitoring by large states shall they be kept in check."

We have the NCSA government for that. We should not be monitored by big brother larger states. And larger states is not a proper definition.  Even 1 extra citizen would make it a large state.

Article III is a grey area. States that see abortion as murder can use this to stop the genocide of life in the womb. And while we are a pro-life state this will open up a can of worms of pro-life states challenging states where abortion is legal clogging up the court system.

Article I will need better explanation as freedom of movement should not be a right to citizens in prison.  And freedom to choose their own life would again disadvantage states that have capital punishment.

We motion to table this bill.
