There are a few things in the bill I would like to address:

Firstly, the "The Speaker of the House is the order of Congress, and has very little powers." What does the Member mean by little powers? This statement is vague and could be possibly restricting to an essential member of the House. The Speaker should be a fluid entity having the ability to deal with circumstances and manage the House. It seems the bill or the interpretation of it will restrict the Speaker to a bare minimum of powers.

Well, its not like we have one continuous session of Congress. We have multiple with breaks in between, usually coinciding with Presidential elections. As such we vote every time there is a new session of Congress for who we want as our presiding officer.
