OOC: where you write "capitol", do you mean "capital"?
Cause that's 2 different things.

IC: Diddyland supports this bill. Nevertheless we want to make clear, that on these roads, the state's traffic laws should be respected, such as speed limits, or so. We, ourselves don't have many laws on highways, not even a speed limit, but still feel that the bill should include this to protect other states' laws. Otherwise this would be an overreach.
But if states' traffic laws are respected, we fully support this bill.

"No this is a bill to regulate interstate commerce which is not an overreach of power, it just makes sure a state is connected to every other state by routes that aren't blocked by other states, or white areas. At the present moment you cannot set up roads to another state unless you border them or have a state in between you that will allow roads with both nations. Making over land trade almost impossible."

[BILL-IC] Interstate Travel Act
 
Recognizing That each state, in its own sovereignty, has been, and is, responsible for the construction of infrastructure in the form of intrastate transportation,
 
Realizing That this form is inefficient for interstate travel and trade, and can lead to isolation of states due to their location and/or economic status,
 
Also Realizing That due to the isolation of states, travel and commerce is incredibly limited, thereby prohibiting the movement of citizens,
 
Understanding That current transportation systems include travel by air, travel by sea, and travel by road, and that the safe movement of citizens, goods, and resources can be affected by the status of roads, ports, and airports,
 
Congress Hereby Mandates The establishment of a set of standards, systems, and Personnel in the form of the Interstate Travel System to bring together each of the current, and future, states.
 
Under the Interstate Travel Act, the SOI is tasked with the maintenance, finance, and construction of highways, airports, railways, and sea ports connecting the NCSA. The SOI is responsible for the organization of surveying teams for construction, the management of the budget for the activity, and management of construction teams.
 
Section I The NCSA shall create a budget for the maintenance, construction, surveying, planning, and the financing of personnel for the above mentioned programs. The budget shall be large enough to maintain all of the Intraregional highways, railways, sea ports, and airports that the NCSA constructs, as well as hold for emergency procedures.
 
----------Article I: The NCSA shall be responsible for the maintenance of every single program in the individual state, as well as in unclaimed territory. Should a state choose to let the government finance the programs, the NCSA government shall conduct a tax of 1.5% of the total income derived from the benefits of the program, to be calculated every month.
 
----------Article II: A state can choose to finance the program in its state, and may bypass the taxation of income from the benefits of the programs.
 
Section II The NCSA shall be responsible for the protection of all systems located in unclaimed territory. This protection shall start during planning, and shall continue until the land is claimed.
 
----------Article I: During times of war with foreign powers, all systems shall be protected by the NCSA military, until such a time as the threat of damage, death, or injury is nonexistent.
 
----------Article II: During times of war between states, the system inside the state shall be shut down, and transportation re routed to avoid injury, damage, death, and to allow the state to conduct defensive measures.
 
Section III The planning, surveying, and construction of each system is to be conducted immediately after approval of the bill, and shall connect every state in some form.
 
----------Article I: Three large sea ports, one on the Alaskan Coast, one on the West Coast, and one on the East Coast, are to be constructed to facilitate trade, and the movement of citizens to Alaska and Hawaii.
 
----------Article II: In every state, a highway shall connect the Capital to other state’s capitals. This system shall be done everywhere, including in the white areas.
 
----------Article III: A railway system shall be constructed to connect the capitals of states together in a direct, and orderly, fashion. It shall also connect one end of the NCSA with the other in a direct route.
 
----------Article IV: In each state’s Capital, an airport that can house light commercial freight, and transcontinental passenger aircraft, shall be constructed. The airport shall connect the states together in a direct line by air.
